Pine Brook Hills has roughly 400 homes spread throughout the heavily wooded foothills west of Boulder, at elevations ranging from about 5,800 to 7,000 feet. The neighborhood is characterized by:

Outdoor Lifestyle
Pine Brook Hills is surrounded by Boulder County’s foothills and offers easy access to hiking, mountain biking, and open space. Nearby trails and outdoor areas include Mount Sanitas, Lion’s Lair, Sunshine Canyon, and Bald Mountain, making it easy to enjoy the outdoors without going far from home.
Community
Pine Brook Hills has a voluntary HOA that helps bring residents together and support the neighborhood. The HOA organizes social events and community projects and helps coordinate efforts related to wildfire mitigation, forest health, and other neighborhood initiatives.
Note that the suggested HOA dues are about $125 a year. However, many residents pay more to help with support wildfire mitigation.
The Down Sides
Wildfire Risk
Wildfire risk is an important consideration when living in Pine Brook Hills. While the community actively works on wildfire mitigation, it’s worth paying close attention to factors such as the home’s roofing and siding materials, tree density around the property, defensible space, evacuation routes, and road width and accessibility when considering a home.
Because of the area’s wildfire risk, homeowners insurance can also be more expensive—and sometimes more difficult to obtain—than in many other parts of Boulder. It’s a good idea to get an insurance quote and understand the property’s existing coverage before purchasing a home in Pine Brook Hills.

You may also be able to reduce insurance costs by taking steps to lower wildfire risk around your home. Wildfire Partners, Boulder County’s official wildfire mitigation program, provides property assessments and recommendations for improving wildfire resilience. Once the recommended work is completed and the property passes inspection, homeowners can receive Wildfire Partners certification, which can be used as documentation when applying for or maintaining homeowner’s insurance.
Not Very Walkable
While Pine Brook Hills is surrounded by hiking, biking, and open space, most everyday errands require a drive down the mountain. Grocery stores, restaurants, shopping, and other amenities are just a short drive away, but you won’t have the same walkability as you would in many of Boulder’s in-town neighborhoods.
Pine Brook Water District
One notable difference from living in the City of Boulder is that Pine Brook Hills has its own water district. Pine Brook Water District provides water service to the neighborhood and currently charges a $110 monthly service fee, plus an additional charge based on water usage.
Comparing costs with the City of Boulder can be a little tricky because Pine Brook Water District provides water only, while many Boulder residents pay a combined city bill for water, wastewater, and stormwater. Many Pine Brook Hills properties also use septic systems rather than city wastewater service. This means homeowners may avoid a monthly city wastewater charge but are responsible for maintaining and servicing their own septic system.
Brief History of the Pine Brook Water District
When Pine Brook Hills was first developed in 1960, each home relied on its own private well. It quickly became clear that this approach would not be a reliable long-term solution. Some properties were unable to find an adequate water supply, while the large number of wells in the area raised concerns that they would interfere with one another and reduce water availability.
Residents ultimately decided that a shared public water system was the best solution. The Pine Brook Water District was established in 1963, with the first water mains and storage tanks installed in 1964.
The District faced a major challenge during the severe drought of 2002, when its surface water supply dried up for 63 consecutive days. The drought also reduced production from the District’s deep wells, forcing some to shut down. Although the District had sufficient surface-water rights, it lacked the storage capacity needed to make full use of them.
After years of discussion and planning, the District decided to build a reservoir within Pine Brook Hills. Design began in January 2005, construction started in July 2005, and the reservoir began filling in June 2006.
Today, the community’s water supply comes from the reservoir and is treated at a water treatment plant located just below it. The treatment process includes pre-treatment followed by filtration through ultrafiltration membranes, providing clean, treated water to Pine Brook Hills residents.
Benefits of the Reservoir
1. A more reliable water supply – The District now has one of the more reliable water supplies in the state and no longer has to worry about its surface-water source running dry.
2. Environmental benefits – By relying on the reservoir, the District helps protect the natural environment and stream that previously supplied much of its surface water.
3. Improved water quality – Water from the reservoir has lower hardness than the water previously supplied by the deep wells.
4. Greater long-term reliability – The District’s wells never fully recovered from the 2002 drought and were further affected by the 2013 flood. By 2017, the wells had been fully abandoned because the reservoir had proven reliable enough to meet the community’s needs.
5. Support during wildfires – During the 2010 Fourmile Canyon Fire, helicopters were able to draw water directly from the reservoir to assist with firefighting. The fire was contained before reaching Pine Brook Hills.
6. Flood protection – During the major 2013 flood, which exceeded a 100-year flood event, the reservoir helped hold back water and reduce peak flows downstream. This helped limit damage below the reservoir, including in the City of Boulder.
Overall, the reservoir has become an important part of Pine Brook Hills’ water infrastructure, providing a dependable water supply while also offering benefits during major wildfire and flood events.

The tradeoff is less walkability and the added considerations that come with mountain living, including wildfire risk, winter road conditions, and ongoing property maintenance. You’ll also want to consider homeowners insurance when evaluating a property.
